Applying for a Defence Common Access Card (DCAC)

To apply for a Defence Common Access Card (DCAC), download the attached form and then follow the instructions below.
  1. Personnel with DRN access may use the DCAC Portal to request a first issue DCAC for themselves. Personnel without DRN access may use the AE294b form. 
  2. Download the AE294b Defence Common Access Card form attached to this page (scroll down towards the bottom of this page for the attachment). Note that clicking the download link or clicking on the attachment may try and open it in the browser instead of Adobe Acrobat, at which time you'll get an error.
  3. Open the PDF using Adobe Acrobat Reader (important, as opening it with Microsoft Edge or Chrome won't work), there will be a pop up asking whether or not you wish to proceed to the DCAC Portal. Please select “no”.
  4. NOTE: Personnel who access the DRN to use the DCAC portal to apply for a DCAC for themselves, advise disp@penske.com.au that you have applied for a DCAC and once the DCAC has been received provide the DCAC number, card type and expiry date.

  5. DCAC type is “Australian Industry” (Yellow).
  6. Please ensure that your application for a DCAC is justified, and can be verified by the Commonwealth in line with the DSPF (Defence Security Policy Framework (Control 74.1 on p527) - https://www.defence.gov.au/sites/default/files/2020-12/DSPF-OFFICIAL.pdf)
  7. Card type is “Defence Industry – (Security cleared) or Defence Industry – (Uncleared)” (depending if the applicant has a security clearance or not)
  8. If the applicant is not an Australian citizen (Foreign Industry Cleared or Uncleared – Green), their Nationality must now be disclosed.
  9. Security Officer’s email address is: narelle.xia@defence.gov.au
  10. Approving authority or sponsor’s email address is: mcpspo.businessmanagement@defence.gov.au 
  11. If the applicant is “Foreign” or “Uncleared” please attached a copy of the driver’s licence and a police check which is less than 3 weeks old.
  12. If the applicant is “Security cleared”, please attach a copy of their driver’s licence (for identification purposes). 
  13. Use the "Submit to Security Officer" button to submit the form to the specified security officer above. Don't forget to attach license and police check (if uncleared).
